The Environmental, Health and Safety (EHS) Agency for the DPWorld property units across Dubai is the regulatory body for Trakhees. In 2008, MECSD was instrumental in the formation of the EHS Green Building Regulations and was for a period of several months the Technical Arm to EHS for the new green building regulations for DPWorld entities that was launched at this time. MECSD was responsible for the review and green building assessment of over 300 projects within a matter of a few months. Many of these projects continued on to become fully certified projects within the EHS/LEED system.

The EHS program was originally modeled after the USGBC LEED™ (Leadership in Energy and Environmental Design) green building rating system, but with many of the optional credits within the LEED system being made mandatory in the EHS system. Over the last several years EHS has developed variations of the original program to meet the needs of the local Dubai development industry and has developed different processes for warehouses and industrial buildings, and for villas, which are prescriptive in nature, while maintaining their original program that more closely follows the LEED systems.

In recent years EHS has offered local certification as an option to a LEED Certification which is an internationally recognized green building program. The EHS group of Green Building Regulations provides building owners and operators with a framework for identifying and implementing practical and measurable green building design, construction, operations and maintenance solutions with the DP World jurisdictions.

Middle East Centre for Sustainable Development is the prime provider of EHS /LEED Certifications here in UAE having certified 50 buildings under differing EHS/LEED Rating Systems. MECSD has completed and certified over 40 % of the projects completed in the EHS system to date.


The EHS Green Building Regulations are mandatory local green building systems for buildings designed, constructed and operated for improved environmental and human health performance within the Trakhees / Ports, Customs & Free Zone Corporation (PCFC) jurisdiction ( The regulations provide for the minimum mandatory requirements, to be complied with by all owners; developers; consultants, managers and all stakeholders of developments, facilities, projects and all forms of businesses and activities operating within the jurisdiction.
